In the late 90s, the CEA was looking for equipment for a new shorthaul intercity service. After seeing the success of Amtrak's Horizon fleet, the CEA contracted Bombardier for a small order of 10 coaches and 2 food service cars. These cars continue to serve on both the original service as well as in heritage service alongside one of the Commonwealth's many preserved steam locomotives.
