GE U28Cs

Built for the horsepower race of the 60s, the U28C was just one of many during that era, with two designs, one based off the U25C, and the other being more unique, which became the basis for the upcoming U-boats of that era. 

This batch is meant to represent the Pennsylvania, Penn Central, and Conrail Variations, with a few one-off variants, these engines will hopefully fill in some gaps for the 60s-70s era of Trainz.
